Cassandra Austin, Executive Director

Cassandra has been a Matagorda County resident for 20 years. She received her Associates degree from Wharton County Junior College and her Bachelors of Science in Psychology from the University of Houston-Victoria. She is responsible for the administration of all programs, policy and program implementation; program planning, development and organization; programmatic and fiscal management. Cassandra serves as a member of all committees: fund development, family and housing, workforce development, health and safety, marketing, and youth advisory.  (


Kayla Sanchez, Parents as Teachers certified Parent Educator

Kayla, a Matagorda County native, resides in Palacios with her husband of 25 years. They have 3 children and 4 grandchildren. Kayla is a 1986 graduate of Tidehaven High School.  She received her associate degree from Wharton County Junior College, and her Bachelors of Arts degree in early childhood education from Ashford University.  Kayla began working for the Hub in the spring of 2016, where she is responsible for providing high-level administrative support along with directing youth activities.  During the Summer of 2017 Kayla accepted a position with the Palacios Community Hub’s Parents as Teachers program, she became a Certified Parent Educator in August 2017. (

Maria Rita Kocurek, Parents as teachers certified parent educator

Rita is a Palacios native and a graduate from Palacios High School. She attended Pan American University in Edinburg Texas. She has two daughters, Jasmina, Jelisa, and a step son, Nathan Kocurek. Rita taught kindergarten and first grade for thirty-eight years at Palacios ISD. After her retirement she has continued working for the school district and as a parent educator for the Parents as Teachers Program at the Hub. Her certifications include: Kindergarten and Elementary education, minor in art, E.S.L. and bilingual certified and a Parents as Teachers educator. (
